Order of withdrawal (retraction) of articles

Retraction (withdrawal) of the article is carried out on the basis of Rules for withdrawing (retracting) an article from publication by the Association of Science Editors and Publishers in accordance with the recommendations of the Committee on Publication Ethics (COPE).

Withdrawal (retraction) of an article from publication can be made at any stage of publication, without a statute of limitations.

Retracting a text from publication is a mechanism for correcting published information and alerting readers that a publication contains serious shortcomings or erroneous data that cannot be trusted. Data inaccuracies may be the result of conscientious error or willful misconduct.

The grounds for retraction of the article are violations of ethical norms generally accepted in the scientific community or the ethical principles of the journal.

Grounds for retracting the article:

– detection of incorrect borrowings (plagiarism) in the publication

– duplication of the article in several editions

– detection of falsifications or fabrications of research results in the work in the presence of clear evidence and scientific argumentation of such facts

– detection of serious errors in the work (for example, incorrect interpretation of the results), which casts doubt on its scientific value and can adversely affect the research of other scientists

– appearance of copyright claims on the article or its individual parts by third parties

– the conflict of interests (and other violations of the publication ethics) is hidden

– re-publication of the article without the consent of the author

– article has not been peer reviewed

The initiator of the procedure of withdrawal (retraction) of an article may be:

– the author(s) of the article who sends a written motivated appeal to the editorial office of the journal to withdraw the article

– the editorial board of the journal represented by the editor-in-chief, who prepares a reasonable submission of the reasons for retracting the publication

– the editorial board of another journal that sent a request to the editorial board of the journal “From History and Culture of the Peoples of the Middle Volga Region”

– other persons who have provided evidence of a violation of scientific ethics by the author(s) of the article (for example, participants in a conflict of interest)

Retraction is carried out on the basis of own expertise or external expertise, or received by the editorial board information.

The decision to retract (withdraw) an article is made at a meeting of the editorial board of the journal face-to-face and / or in absentia using technical means (Internet conference, e-mail, etc.) and formalized by the protocol of the meeting, which indicates the reason for the retraction (in case of detection plagiarism - indicating the sources of borrowing), as well as the date of retraction.

The editorial board must inform the author (the lead author in the case of collective authorship) about the retraction of the article and substantiate its reasons.

The article and the description of the article remain on the website of the journal as part of the corresponding issue with the mark RETRACTED, the same mark is placed with the article in the table of contents of the issue, the inscription ARTICLE WITHDRAWN / RETRACTED is applied to the electronic version of the text. A notice about the retraction of an article indicating the reasons and date of retraction is entered in the section of the journal's website “Retracted Articles”. Mechanical removal of the article from the electronic version of the journal and from the archive does not occur, the texts of the withdrawn articles remain where they were before, with a corresponding mark. After the withdrawal (retraction) of the article, information about this is published in the next issue of the journal.

Information about retracted articles is submitted to the Council on ethics of scientific publications of the Association of Science Editors and Publishers (ASEP) and to the National Electronic Library (elibrary.ru) (information about the article and the full text remain on elibrary.ru, but are supplemented with information about retraction. Retracted articles and references from them are excluded from the Russian Science Citation Index and do not participate in the calculation of indicators), as well as in other information bases.

The editorial board considers it the responsibility and obligation of the authors and reviewers to inform the editorial board as quickly as possible about the mistakes and violations that they have identified after the publication of the material.
