Peter’s transformations in the Middle Volga region (based on legislation)

The article is about the transformations that took place in the Middle Volga region in the first quarter of the 18th century reflected in the legislation. Materials of the Complete Collection of Laws of the Russian Empire testify the wide coverage of Peter’s reforms, affected many spheres of life and branches of law. Decrees about needs of the Armed Forces and the Navy was prevailed among the total number of legislation related to the region. A large number of legal documents are connected with the idea of building a “regular state”. As a result of its implementation in practice, the Tatars lost their previously high social status and included together with the yasak payers in the category of state peasants. In the spiritual sphere, the state’s attempts for religious unification of Muslims and pagans, was not fully realized under the Peter the Great.
